Social Procurement

The Victorian Government is committed to social procurement.

The Social Procurement Framework harnesses the government’s buying power to increase the value of goods, services and construction by delivering social and sustainable outcomes that benefit all Victorians.

Our priority social procurement objectives are:

  • Opportunities for Victorian Aboriginal people
  • Women’s equality and safety
  • Environmentally sustainable outputs 

For major construction works projects, the Building Equality Policy replaces the objective for Women’s equality and safety. This policy helps to create training and employment opportunities for women in the construction industry.

Local Jobs First

The Victorian Government is committed to putting local businesses and workers first.

The Local Jobs First Policy ensures government supports Victorian businesses and workers by mandating that small and medium-sized enterprises are given full and fair opportunity to compete for government contracts of all sizes and types.

It also mandates that a portion of total hours worked on larger construction projects must go to our future workforce. This helps to develop sustainable local industries, create new jobs, grow the economy and provide new opportunities for apprentices, trainees and cadets.

 

Modern Slavery Policy

The purpose of this policy is to ensure that the goods and services purchased through our supply and value chains and in connection with our property development and social and capital works projects are ethical and minimise or eradicate modern slavery risks.

Supplier Code of Conduct

The Victorian Government is committed to an ethical, sustainable and socially responsible procurement process. To ensure that suppliers maintain the same values as the Government, the Government has established a Supplier Code of Conduct.

 

Fair Jobs Code

The Victorian Fair Jobs Code allows the Victorian Government to use its purchasing power to put workers first. It does this by recognising suppliers who do the right thing by their employees.

From 1 December 2022, suppliers must hold a Fair Jobs Code Pre-Assessment Certificate to submit a tender offer for procurements of $3 million or more (exclusive of GST). To find out more, see Fair Jobs Code for suppliers and businesses.

Complaints management

We place a high level of importance on the way we conduct procurement processes and how we interact with the market.

If a person or supplier has an issue or concern about a procurement process, it is best to raise this first with the relevant Proposal Manager as appropriate.

Any complaint about any procurement process must be submitted in writing to the Chief Procurement Officer, Level 9, 8 Exhibition Street, Melbourne, Victoria, 3000 in writing immediately upon the cause of the complaint arising or becoming known to the supplier. The written complaint must set out:

  1. the basis for the complaint (specifying the issues involved);
  2. how the subject of the complaint (and the specific issues) affects the person or organisation making the complaint;
  3. any relevant background information; and
  4. the outcome desired by the person or organisation making the complaint.

 

We will resolve complaints as quickly as possible and endeavour to:

  • Acknowledge receipt of the complaint within five business days from the date the complaint was received
  • Inform the complainant if an extension of time is needed to consider matters raised
  • Provide the complainant with a report of findings or update (if an extension of time was required) within 20 business days from the date the complaint was received
