Melbourne-based and Australian-owned PDG has been selected to deliver hundreds of new homes and a new public park at a former water tank site in Ivanhoe.
The project will deliver around 275 new homes, including at least 10 per cent affordable housing, alongside a new 2,000 square metre public park, which is more than double the size of the existing open space.
Executive General Manager Precincts, Niall Cunningham, said the appointment is a significant milestone for the development following the removal of the tank.
This development will deliver much-needed housing and a bigger and better public park that reflects the community’s aspirations and adding to the local neighbourhood.

“PDG has played a key role in shaping Melbourne’s skyline and is well placed to bring Development Victoria’s vision for the site to life by creating a diverse community complemented by open space, transport connections, retail and community facilities,” said Niall.
Founder and Managing Director of PDG, Vince Giuliano, said PDG is thrilled to partner with Development Victoria to bring new housing options to this popular part of Melbourne.
This exceptional location offers a rare opportunity to create a vibrant, connected community, and we look forward to working closely with Development Victoria and other stakeholders to bring their vision to life.

PDG will now lead the next phase of the project, preparing detailed designs for the new homes and the expanded park in line with the approved Development Plan and park concept plans.
These designs will form part of the planning permit application that is expected to be lodged in mid-2026 with the Minister for Planning’s Development Facilitation Program, which has been set up to make faster decisions for priority projects.
Development Victoria will continue to oversee delivery to ensure the project meets community expectations and aligns with government objectives to deliver more homes where people want to live.
