Early works are now underway at Osborne Street, Flora Hill in Bendigo, preparing the site for around 160 new homes.
Acting Group Head of Housing, Niall Cunningham, said the works mark a key milestone in delivering much-needed housing to one of Victoria’s growing regional centres.
These early works are an important step in transforming unused land into a thriving new community.

The first phase of works includes installing solid hoarding and removing outdated infrastructure, such as old paving. Important civic infrastructure will then be undertaken across the site to support essential services such as electricity lines, gas, and roads ahead of subdivision of the land.
Construction of the new homes is expected to begin in 2027, with the development to deliver around 56 social and affordable homes.
The project will also retain and incorporate the historic Eumana House as part of the new residential community.
Niall said the project is already delivering local benefits through local and social procurement at this early stage.
All early works are being delivered by local contractors, with subcontracting going exclusively to regional businesses – including a Traditional Owner enterprise.
“We’re not only increasing the supply of housing, we’re also supporting local jobs and strengthening the regional economy.”
Development Victoria will continue working closely with the City of Greater Bendigo, Homes Victoria and the Dja Dja Wurrung Clans Aboriginal Corporation (DJAARA), and will provide ongoing updates to the local community as the project progresses.
