Development Victoria is helping to unlock government land with the potential to deliver more than 200 homes, including 10% affordable, at six sites in Croydon South, Heidelberg West, Carlton and Baxter.
Acting Chief Development Officer, Hannah Clement, said the new additions to Small Sites will build on the success of the pilot program and deliver more homes to where people need them most.
The Small Sites pilot saw strong market interest from developers for the four sites in Alphington, Coburg, Preston and Malvern.

“The second tranche of Small Sites will continue these efforts to help increase the supply and diversity of housing in established areas across Melbourne – close to existing jobs, schools, transport and services.”
The program will kick off with an EOI campaign in April seeking interest from developers with experience in delivering apartment and townhouse developments.
Development Victoria will oversee the EOI and RFP processes on behalf of the Department for Transport and Planning.
This process will commence in April 2025 with the aim to finalise a preferred bidder for each site by early 2026 and commence construction as soon as possible, subject to relevant planning approvals.
More sites are expected to be added to the second tranche of the Small Sites program prior to the EOI release in April 2025.
