
Development Victoria has marked another key milestone in transforming the former City West Water site in Sunshine North, with the first of 85 new Stage 2 homes now ready to welcome residents.
Development Victoria’s Executive General Manager of Housing, Matthew Dean, said LUMA is delivering much-needed homes and new open space in Melbourne’s fast-growing western suburbs.

Homes in Stage 2 offer a variety of sizes and price points to suit different household needs, with approximately 15 per cent designated as affordable housing to support low- and moderate-income households.
Every home at LUMA will be designed to achieve a minimum 7-star NatHERS rating, helping to reduce residents’ carbon footprints and energy bills.
Many buyers have cited the government’s involvement as a key reason they chose LUMA, recognising the commitment to quality, transparency and long-term community outcomes.

The project has supported approximately 1,700 jobs to date, with more expected to be created as the final stage progresses.
Residents are already enjoying Willowbark Park - a new 3,600 square metre open space featuring a playground, picnic facilities and barbecues, enhancing neighbourhood connection and liveability.
LUMA is being delivered in stages by local builder Saw Construction. Stage 1 was completed in mid-2025, with 86 homes now occupied.
All homes in Stage 2 are expected to be completed by later this year.
