An Expression of Interest (EOI) has been launched for the redevelopment of 140 and 160 Harbour Esplanade in Docklands, creating a major opportunity to transform one of Melbourne’s most prominent waterfront sites.
Development Victoria and the Australian Football League (AFL), through a Joint Venture, are seeking an experienced developer to deliver a vibrant mixed-use precinct that will bring more homes, jobs and entertainment to the Docklands waterfront.

The redevelopment will deliver new publicly accessible spaces and pedestrian connections between Marvel Stadium’s concourse and Harbour Esplanade, enhancing links between the CBD and the waterfront for locals and visitors.

Currently home to Marvel Stadium, AFL House and the former Channel 7 broadcast centre, the two sites have the potential to deliver a diverse mix of housing, commercial, hospitality and entertainment spaces, subject to future planning approvals.
The EOI process will close on 5 December 2025, with shortlisted developers to be invited to submit detailed proposals through a Request for Proposal process.
Development Victoria will continue working closely with the AFL to progress the redevelopment and will keep the community updated as the project takes shape.
