Development Victoria is planning to deliver approximately 160 new homes, including a minimum 10% affordable, in Bendigo on an unused site in Flora Hill, bringing much-needed housing to the region.
Previously the site of the Bendigo Teachers’ College and later used by La Trobe University for student accommodation, the site is now predominantly vacant aside from the historic “Eumana House” which will be retained and incorporated into the new residential community.
Group Head Housing, Penny Forrest, said in addition to increasing housing availability in Bendigo, it will also increase the availability of affordable homes in the growing regions.
Flora Hill will provide a range of lot sizes and housing types to meet current housing demands, including some social and affordable homes.

Delivered by Development Victoria, early works are expected to commence in 2025 following the site being purchased from La Trobe University.
Development Victoria will work closely with the City of Greater Bendigo, Homes Victoria and the Dja Dja Wurrung Clans Aboriginal Corporation (DJAARA) to ensure the project meets the specific needs of Bendigo residents.
The project delivers on the Victorian Government’s Housing Statement by unlocking surplus land to deliver much-needed homes, close to existing schools, jobs, transport and services.
The local community will be kept informed, where possible, ahead of any planned activities.
