The Ballarat West Employment Zone (BWEZ) is the region's engine room for jobs and economic growth over the next 20 years.

BWEZ is located on the north-west fringe of Ballarat adjacent to the Ballarat Airport, existing rail infrastructure and the $38 million Ballarat Western Link Road
BWEZ is Ballarat region’s engine room for jobs and economic growth over the next 20 years. To be delivered in stages, BWEZ will ultimately comprise a high-quality estate over 438 hectares, with a mix of industrial, wholesale, logistics, construction and other businesses.
BWEZ has been designed and constructed to enhance business productivity, with a freight hub, access for high productivity freight vehicles, secure top-quality infrastructure and strong access to road, rail and ports.
The 2014-15 State Budget provided funding of $30.2 million to deliver Stage 1 of the BWEZ project.
The project involves the development of land by the Victorian Government to support industry and employment in the Ballarat region.
The Stage 1 subdivision works undertaken by local contractor Pipecon were completed in 2016
The subdivision included an initial release of 36 hectares of industrial land, construction of roads, services (including gas, recycled water and NBN) and landscaping. The project has been designed to support high-productivity freight vehicles.
Most land sales have been executed, with a number of negotiations continuing for the sale of the balance of Stage 1. The first land sale was completed in October 2015 with Broadbent Grain purchasing a site of 10.7 hectares for the construction of a $24 million export grain handling facility, with construction partially complete and business in operational. Land has also been purchased by Agrimac, Kane Transport, Broo Ltd and Athlegen Limited
Second Land Release (Stage 1B)
With most of the land within Stage 1 sold, the State Government released an Expression of Interest (EOI) process for Stage 1B in February 2017.
An additional 37 hectares of land was made available as part of Stage 1B, providing flexible, large lot sizes suitable for industrial and commercial businesses that have the ability to create local jobs.
EOIs for the Second Land Release closed on 21 March 2017. Responses to the Second Land Release are being considered and negotiated.
Civil works for Stage 1B is expected to conclude in June 2019.
Freight Hub – 24 hectare land release
The BWEZ Freight Hub is in an excellent location for freight and logistics enterprises, with exceptional access to road, broad gauge rail and aviation infrastructure. Its strategic location links Melbourne, regional and rural Victoria, Adelaide and the Ports of Melbourne, Geelong and Portland.
The Victorian Government offered for sale or lease up to 24 hectares of land within the Ballarat West Employment Zone Stage 1 for:
- Road, rail and intermodal transport operations, including truck parking, weighbridge and other public or shared facilities
- Freight handling, storage, deconsolidation and consolidation activities including containerisation of goods
- Manufacturing activities producing significant quantities of outbound or inbound freight that could benefit from access to the Freight Hub.
Following a 2016 Expressions of Interest process of the release of 24 hectare of land, negotiations with interested parties are continuing for the purchase of land and the operations of the freight terminal.
The Victoria Government in partnership with the City of Ballarat and Reginal Development Victoria is working on strategies around a potential residential site to the South of the Ballarat Ararat Railway Line.
