Overview
We're upgrading Bulleen Park sporting facilities as part of North East Link’s ongoing investment into local sporting facilities during construction of the North East Link tunnels.
The Bulleen Park sporting facilities upgrade is part of North East Link and will be delivered by Development Victoria and head contractor, Built Environs.
Built Environs will work alongside architectural firm, Williams Ross, to complete the final design.
Manningham Council will continue to manage club usage.
The redevelopment will include:
- two new replacement pavilions
- three realigned and upgraded sports ovals
- upgrades to sports field lighting, cricket nets, and fencing
- planting of new trees and vegetation
- upgrading playground equipment and park amenities
- reconfigured car parking.
Major construction is expected to generate approximately 80 jobs. The project is scheduled to be completed in 2028.
Construction upgrade
Works have commenced on the temporary road diversion on Bulleen Park Access Road.
Temporary fencing has been installed on the grassed area along the length of the road and separation barriers installed in the middle of the existing Bulleen Park access road.
Traffic management is in place to assist in accessing the existing carpark and temporary carpark.
Once these works are complete the temporary road diversion will become the main access road into Bulleen Park.
To allow pedestrians to safely move from the southern end of the temporary carpark to the existing pavilion and ovals, a temporary pedestrian pathway is being constructed. Pedestrian access is also currently available from the northern end of the temporary carpark.
The installation of temporary fencing has commenced in preparation for the works to Oval 3 and the construction of Pavilion 2.
Access to Bulleen Park
Public access and parking at Bulleen Park will be maintained. Access to the temporary car park will be from the current access route via Bulleen Road.
The existing pedestrian path north of the site adjacent to the Yarra River will remain unaffected.
Access to the existing pavilion and ovals will be maintained while we start redeveloping the soccer pitches into a third oval.
Bulleen Park is located at 175-189 Bulleen Road, Bulleen and is located on the Country of the Wurundjeri People. The site is owned and managed by Manningham Council.

To build the North East Link tunnels and connection to the Eastern Freeway, some community sports fields and facilities in Bulleen Park will be impacted. Upgrades to the park will be delivered to mitigate construction impacts.
The upgrades will include:
- two new replacement pavilions
- realignment and redevelopment of the three existing sports ovals
- upgrades to sportsfield lighting, cricket nets, and fencing
- planting of new trees and vegetation
- upgrading playground equipment and park amenities
- improvements to pedestrian connectivity between the new main carpark and pavilions with pedestrian lighting
- reconfigured car parking.
The Bulleen Park Sports Upgrade is part of North East Link and will be delivered by Development Victoria.
Development Victoria is still evaluating the Requests for Tender for the head contractor.
Construction works at Bulleen Park are expected to commence early 2025.
The upgraded sports facilities will be progressively handed over local clubs and the community, with works to be completed in 2028.
To deliver the construction of the new pavilions, ovals and carpark some trees will need to be removed and replaced through new planting. We’re currently reviewing our designs to minimise tree impact where possible and identify areas for replanting.
Construction will be staged to minimise impacts to Yarraleen Cricket Club and Bulleen Templestowe District Junior Football Club. During construction, visitors can expect access changes to parking and the way they move around Bulleen Park. Signage and traffic management will be in place to safely guide people around works.
Bulleen Park will continue to be owned and managed by Manningham Council.
