The final stage of Cairnlea - remediation underway
We’re getting on with developing Melbourne’s thriving west by building around 500 homes in the final stage of our Cairnlea development. This includes a mix of land lots and townhouses.
There will be both single and two storey homes, in keeping with the existing character of the Cairnlea community, while offering some affordable housing choices.
We’re proud to also build green open spaces, tree lined streets and a new playground.
Homes and land lots will be available for sale in 2026, subject to change. We’ll keep you up to date on this and more. You can sign up for email updates using the registration below.

Publication of information under Section 95A(3) of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act)
Our proposed development has potential to impact listed threatened species and communities (Sections 18 and 18A) protected under Part 3 of the EPBC Act, specifically the Natural Temperate Grassland of the Victorian Volcanic Plain ecological community and the threatened species Striped Legless Lizard Delma impar.
On 22 September 2025, the draft Preliminary Documentation was placed on public exhibition until 6 October 2025. During this period four public submissions were received.

Project updates
Project update - June 2025
To support faster housing delivery through a more streamlined and coordinated approvals process, the Minister for Planning is now the responsible authority for Cairnlea and will oversee all approvals, including the Development Plan.
Our plans will reflect community feedback and will be developed using the existing planning framework within the Brimbank City Council’s Planning Scheme.
Cairnlea has the potential to deliver new homes for Victorians in a location close to transport, schools and other community services and we look forward to seeing it come to life. These works have been progressing well and will continue this year.
Update on remediation works - 2026
We're currently undertaking essential works on site at 147A Cairnlea Drive, known as remediation. These works have been progressing well and will continue this year.
Remediation works include testing, excavation and earthmoving of soil to get the site ready for future housing. This includes the removal of some trees to ensure the clean-up is thorough and complete.

Location
The site is bordered by the M80, Ballarat Road and Cairnlea Drive.
Development Victoria acknowledges the Wurundjeri people as the Traditional Custodians of the land now named Cairnlea.
