First development plan approved

The first development plan has been approved for our Cairnlea site. This document was approved by the Minister for Planning and details what can be developed on the land.

Two more development plans will be submitted for approval in 2026 covering other areas of the site. This will include the future Reid Street activity area.

The first development plan includes:

  • both single and two storey homes to support diverse housing, including affordable options
  • more trees creating a greener canopy and a cooler neighbourhood
  • new green open spaces to be enjoyed by future residents and the wider community
  • safe, well-planned walking, cycling and road connections to the surrounding community, supported by public transport options
  • robust noise controls along the M80.

The development plan also retains flexibility for future community facilities to be considered in appropriate locations.

The plan reflects community feedback and was developed using the existing planning framework within the Brimbank City Council’s Planning Scheme.

We’re now one step closer to delivering around 500 new homes in Melbourne’s growing west.

Our vision for the final stage of Cairnlea

We’re planning to deliver a mix of lot sizes and price points, ensuring the development builds on the existing character and identity of the suburb. The project will deliver new public open spaces and ensure this pocket of Cairnlea is connected and enjoyed by everyone.

We have previously spoken to the community about what they want to see at Cairnlea, including:

  • well-designed, high-quality housing in a diverse and inclusive community
  • a development that reflects and respects the local character and heritage
  • a good mix of homes and open spaces
  • parks, play areas, and paths that connect everything
  • easy access to major roads, public transport, shops, and the city.

Our plans for the final stages will reflect this feedback and are being developed using the existing planning framework within the Brimbank City Council’s Planning Scheme.

To support faster housing delivery through a more streamlined and coordinated approvals process, the Minister for Planning is now the responsible authority for Cairnlea and will oversee all approvals, including the Development Plan.

We appreciate the community’s interest in the final stages of Cairnlea. We are committed to delivering a neighbourhood we can all be proud of and one that respects the local character.

There has already been high levels of interest in buying a home at Cairnlea and we will keep the community updated on progress, including key milestones, such as when homes are available for purchase.

Development Victoria is no longer proceeding with Amendment C222. We thank everyone who presented to the Committee and those who provided written submissions. This feedback has been captured and remains important to us as we develop plans using the existing planning framework.
