Policy objective
To deliver a diverse community that includes spaces to enhance lifestyle and benefit the local community.
Overview
We have commenced planning for the future of the Highett site at 1136-1138 Nepean Highway, Highett. Development Victoria is responsible for undertaking urban renewal, property development and major projects on behalf of the Victorian Government.
Our vision is for Highett Gasworks to become home to a diverse community. Spaces will be intentionally designed to enhance lifestyle and benefit the local community as well as future residents of this iconic site.
We want to acknowledge the heritage of the site while bringing to life its residential potential. Since the closure of the Highett Gasworks, the 6.3-hectare site has been safely decontaminated and is ready for reuse. The site is mostly vacant, with a brick chimney being the only remaining part of the old gasworks.
What's happening
In June 2022 we achieved settlement on the Highett Gasworks site.
We are currently working closely with the Suburban Rail Loop Authority (SRLA) and City of Kingston to coordinate planning for the redevelopment of Highett Gasworks and the neighbourhood around the SRL station at Cheltenham to provide the best outcome for the community and use of the site.
The SRLA led precinct planning for Cheltenham – including an integrated masterplan for Sir William Fry Reserve and the Highett Gasworks sites – has started.

Previous community engagement
The Development Plan
In 2020, we sought feedback on key themes to gather community insights that will help the project team refine a preferred Development Plan for the site. You can read the engagement report and useful FAQ’s. We have also published the live webinars here.
The outcomes of the feedback received in 2020 will be considered during the integrated SRLA, Sir William Fry Reserve and Highett Gasworks site masterplanning and broader precinct planning process from 2023.
Phase one community engagement - testing key themes
Thank you to those who participated in the first phase of engagement for the Highett project between 17 August and 18 September 2020.
We asked the community for feedback on key themes to help shape the Development Plan for the Highett site. Participants were able to share their feedback by completing a survey or attending one of the five online sessions.
You can read the full engagement report or watch one of the recordings of the webinar sessions.
