Overview
Development Victoria is creating a new neighbourhood in Melbourne’s west on the site of the former City West Water office.
LUMA Sunshine will provide approximately 300 townhouses consisting of 1, 2, 3 and 4 bedrooms suitable to a range of households and budgets, all located within walking distance to LUMA Park and surrounded by green spaces.
We have appointed Melbourne-based SAW Constructions to deliver 86 townhouses in Stage 1 of LUMA, with construction of homes now underway.
All key infrastructure within the site, such as roads and footpaths, underground sewerage, and water main works, is in place and we are finalising plans for the new LUMA Park. Covering 3,600 square metres, the park is designed around clusters of retained established trees and is planned to feature a fully equipped children’s playground, a sheltered BBQ, picnic area and kick-about spaces.
Future plans for the site also include a pedestrian and vehicle bridge over Stony Creek via Metherall Street, providing a link between LUMA and the existing community, and new commercial and retail precincts featuring a mix of retail outlets such as supermarkets and specialty stores.

Approach
Sunshine is a high-profile Local Government Area of which the City of Brimbank is the local governing authority. It's been recognised in State Government planning policies as an important activity centre and one of six National Employment Clusters with an expected population growth of 60,000 over the next 20 years.
Growth will be driven by expanding tertiary education, healthcare, retail and professional services.
Our development in Sunshine North will cater for this growth, providing accommodation for a range of households including first home buyers, key workers to support the neighbouring health and education precinct, young professionals, couples, growing families and established families.

Location
The development is located approximately 13km west of Melbourne's CBD. The site is bound by St Albans Road, Western Ring Road, Stony Creek and vacant land to the south.
Development Victoria acknowledges the Wurundjeri people as the Traditional Custodians of the land now named Sunshine.

Community
Between November and December 2016, Development Victoria undertook community engagement on its planned development of the Sunshine North site.
As a result of the feedback received from the community, there were several adjustments made to the master plan before it was submitted to Council. This included increased traffic management around the site; close management of grasslands to prevent bushfires; further limiting traffic noise from the Western Ring Road and retaining as many existing trees as possible.
There were ongoing negotiations with Brimbank City Council in 2018—2019 as part of the Development Plan approval, with the Council formally approving the development in February 2019.
