Overview
A new residential community is coming to Morwell, with the Olearia development set to deliver 72 residential lots including 10% affordable and social homes across a 4.4-hectare site at 10 English Street.
Transforming a vacant site into a vibrant new residential community, delivering a mix of social, affordable and private housing close to jobs, services, transport and community facilities.
The name Olearia draws inspiration from a native flowering plant found in south-eastern Australia, including Morwell. Like the plant, the development will be woven into the local landscape and contribute to the town’s growth and renewal.
Development Victoria is working closely with Latrobe City Council and other key partners to ensure the project reflects the needs of the local community and contributes to broader regional development.

Our Olearia project at Morwell will create around 72 new residential land lots, with a range of lot sizes to support housing that meets current demands, including up to13% affordable and social homes.
The site is surplus government land and is well located near existing services, transport and community infrastructure. Redeveloping the land for housing supports efficient land use and helps meet local housing demand.
The project will deliver new housing supply, support local jobs during construction, improve local infrastructure and contribute to the long-term growth and renewal of the area.
Development Victoria, as the Victorian Government’s property developer, will oversee the delivery of land sales at Olearia.
Yes, Development Victoria is only selling land, you are therefore free to engage any builder of your choice, provided they meet the relevant council requirements and approval conditions.
Civil works is expected to be commenced in May 2026 and are expected to be completed in Q1 2027, with final landscaping anticipated to be delivered in Q3 2027. All dates are subject to change.

Development Victoria will notify the community of impacts ahead of time and work to manage disruptions. This will include letters, works notices and website updates.
We’re committed to minimising any potential impacts on local residents and will continue to maintain open communication with the community during construction.
Development Victoria will work with contractors to minimise disruption and will provide advance notice to nearby residents when works may impact access, noise or amenity.
The project is proposed to deliver up to 13% social and affordable homes in partnership with the Victorian Government.
The Ambulance Victoria Morwell Branch will continue operating during construction. Its function will not be disrupted.
