Overview

The small sites program is unlocking government land for the delivery of much needed housing in prime locations across Melbourne, so more people can live where they want - close to jobs, transport, education and services.

A Small Sites Pilot program was launched in 2024, with 4 sites identified in Alphington, Preston, Coburg and Malvern.

Four more sites have been released in Croydon South, Heidelberg West, Carlton, and Baxter as part of a second tranche of Small Sites, building on the success of the pilot program, which saw strong market interest from developers for the four sites.

The Small Sites program will deliver approximately 450 homes across the eight sites, subject to planning approval, including 10% affordable, supporting the objectives of the Victorian Government’s Housing Statement.

We will be working closely with Government partners, Councils, industry partners and local communities to ensure these important developments are delivered to accelerate housing supply for Victorians.

Small Sites Pilot Program Expressions of Interest (EOI) Process

The Victorian Government is accelerating the delivery of much-needed housing on four underutilised sites in inner Melbourne.

The Expression of Interest (EOI) campaign sought responses from experienced developers to help accelerate the supply of new and affordable housing.

The EOI (July 2024), led by Development Victoria on behalf of the Victorian Government, is the first phase of a multi-staged market process to identify a shortlist of bidders who will be invited to participate in a subsequent Request for Proposal (RFP) process.

The EOI process closed at 3pm, Tuesday 27 August 2024.
