Overview

The Small Sites program unlocks underutilised surplus government land to create more homes near jobs, transport, education and services. It is a key initiative of the Victorian Government’s Housing Statement.

The program, launched in July 2024, now covers 14 sites across Melbourne, Bendigo and Geelong, aiming to deliver up to 1000 new homes.

Development Victoria is managing the market process to select developers for these sites.

Successful developers will decide the types of housing on each site to maximise homes for Victorians. The program aims to deliver 10% affordable housing outcomes, and all developments must comply with the relevant planning approvals for each site.

We will collaborate closely with government partners, councils, industry stakeholders and local communities to accelerate housing supply for Victorians.

Pilot sites

The Small Sites Pilot program began in July 2024, with four sites across inner Melbourne. An Expression of Interest (EOI) was issued in August 2024, followed by a Request for Proposal (RFP) in October 2024, inviting proposals from successful EOI respondents.

Latest land releases

Additional sites have been released through the Small Sites program. An Expression of Interest (EOI) campaign is now open to attract developers experienced in apartment and townhouse projects. Up to 700 homes are expected to be delivered across these ten sites. Find out more on the Buying For Victoria website.
