We work with all businesses regardless of size and select suppliers following a robust and transparent procurement process.
Our procurement profile
With each procurement activity, we aim to not only deliver exceptional outcomes but also foster long-term partnerships that drive positive change in Victoria. Our projects span residential, civic buildings, public spaces and amenities, as well as large scale urban renewal precincts:
Through our projects, we procure:
- construction works, such as residential, sports, arts and community buildings and civil works
- construction services, such as architects and engineers
- general goods and services, such as advisory services, legal services and information communication and technology
We source suppliers in accordance with whole of Victorian Government requirements.
All open tenders are advertised on the Buying for Victoria Supplier Portal whereas Selective Tenders for construction services and works are sourced from existing government registers such as the Construction Supplier Register.

We purchase a wide range of other goods and services from Victorian Government Contracts, Panels and Registers.
Periodically, we put in place our own panel arrangements and registers for commonly purchased goods and services. Opportunities to join one of these will be advertised on the Victorian Government Tenders website.
Becoming a supplier to Development Victoria
Options available for a supplier to register their interest to work with us are:
- Building construction businesses should apply for pre-qualification with the Construction Supplier Register.
- Civil construction businesses should apply for pre-qualification with the VicRoads Register of Pre-qualified Suppliers.
- Register at the ICN Gateway – an online database that allows suppliers to highlight their areas of interest and capabilities and connect with lead contractors and other project firms.
- Register at the Victorian Government Tenders website. We advertise Tenders and panels/registers are advertised here. When you register as a user you should also set up email notifications to receive timely notification of tender opportunities.

Supplier Code of Conduct
The Victorian Government is committed to an ethical, sustainable and socially responsible procurement process. To ensure that suppliers maintain the same values as the Government, the Government has established a Supplier Code of Conduct.
Complaints management
We place a high level of importance on the way we conduct procurement processes and how we interact with the market.
If a person or supplier has an issue or concern about a procurement process, it is best to raise this first with the relevant Proposal Manager as appropriate.
Any complaint about any procurement process must be submitted in writing immediately upon the cause of the complaint arising or becoming known to the supplier. Please submit your complaint to one of the following addresses:

The written complaint must set out:
- the basis for the complaint (specifying the issues involved)
- how the subject of the complaint (and the specific issues) affects the person or organisation making the complaint
- any relevant background information; and
- the outcome desired by the person or organisation making the complaint.
We will resolve complaints as quickly as possible and endeavour to:
- Acknowledge receipt of the complaint within five business days from the date the complaint was received
- Inform the complainant if an extension of time is needed to consider matters raised
- Provide the complainant with a report of findings or update (if an extension of time was required) within 20 business days from the date the complaint was received.
Eftsure
We've introduced a new system for the set-up and management of supplier data.
Provided by Eftsure, the system is robust and recognised for protecting supplier payments against fraud and error by validating ABN, GST registration status and bank account details to ensure payments are made to the intended recipient.
Every supplier conducting business with us will need to provide this information through the Eftsure portal.
All of our suppliers are required to provide business information to Eftsure for independent verification before conducting business with, and getting payment from us.
About Eftsure
Eftsure is an independent, real-time, continuous controls monitoring system designed to manage supplier onboarding and data management.
Supplier data provided during onboarding is verified by Eftsure to ensure that only legitimate information is entered into our finance system.
Eftsure is used by organisations including Parks Victoria, Department of Education, Griffith University, Monash Health, Alfred Health, NSW Ports, and 7-Eleven.
Eftsure guidance for existing suppliers
You can update your details at any time by contacting the area of Development Victoria that you normally do business with and asking them to send you an 'Eftsure change request'.
It's your responsibility to ensure your details are up to date. Please notify us immediately if your details change, or if you notice any discrepancies.
Eftsure guidance for new suppliers
As part of the onboarding process, you will be asked by your contact at Development Victoria to supply your company name, supplier name, supplier ABN and email address.
You will then receive an email invitation from Eftsure asking you to register your details as a new supplier and complete the Development Victoria Supplier Onboarding Form. The form asks for details Development Victoria requires to manage our engagement with you and includes details such as:
- ABN
- company name
- address
- bank account details.
After you have registered your details, you may receive a call from an Eftsure team member (usually within 24-48 hours) to verify that the details are correct.
You will receive a confirmation email from Eftsure when your data has been verified.
You can update your details at any time by contacting the area of Development Victoria that you normally do business with and asking them to send you an 'Eftsure change request'.
It is your responsibility to ensure your details are up to date. Please notify us immediately if your details change, or if you notice any discrepancies.

Development Victoria uses the term ‘Social and Economic Impact’ to mean how we apply the Social Procurement Framework, the Building Equality Policy, and Local Jobs First Policy, Fair Jobs Code, and Development Victoria's own Modern Slavery Policy to our procurement and contract management activities.
Social Procurement Framework
Through Development Victoria's application of the Social Procurement Framework, Development Victoria seeks to create economic opportunities for:
Additionally, Development Victoria seeks to significantly improve Gender Equity across the construction industry and beyond.
We do this by asking our contractors to diversify their work forces and their supply chains as well as demonstrate how they are reaching or working towards Gender Equity within their business.
Building Equality Policy
For Construction projects over $20 Million, the Building Equality Policy (BEP) is applied which aims to disrupt the gender imbalance in the construction industry. The BEP requires contractors to take 3 key actions to address the barriers that women face in the industry.
Local Jobs First
The Local Jobs First Policy supports Victorian businesses and workers by ensuring that small and medium size enterprises are given a full and fair opportunity to compete for both large and small government contracts, helping to create job opportunities, including for apprentices, trainees and cadets.
Local Jobs First includes the Major Project Skills Guarantee (MPSG). Under the MPSG construction projects valued at or over $20 million are required to use Victorian apprentices, trainees or cadets for at least 10 per cent of the total estimated labour hours.
