Cairnlea is a 41-ha site situated along Cairnlea Drive and Ballarat Road, which over the last 20 years we have successfully transformed into a thriving new neighbourhood.

We have been progressing our plans for the final stage of this exciting project, with our vision to create more diverse and affordable homes and a network of open spaces, complemented by a variety of neighbourhood services.

Project update: Planning Scheme Amendment - Public hearing phase

In mid-2021 we lodged a Planning Scheme Amendment application to rezone the site to a Comprehensive Development Zone. The assessment of the proposed Planning Scheme Amendment is an independent, statutory process run by the Department of Environment, Land, Water and Planning (DELWP).

The public exhibition phase ended in April 2022, with a Directions Hearing held on Wednesday 27 April 2022, and a formal Hearing currently underway and expected to conclude in mid-June 2022.
 
Environmental remediation

To ensure the final stage of Cairnlea is suitable for residential homes, we’re commencing further remediation to achieve the highest Environment Protection Authority Victoria (EPA) standards.

These remediation activities will improve the quality of soil in the area, allowing the land to be developed for the benefit of the local community including activities like growing vegetables, digging a garden, or installing a pool.
 
The community update also looks at our approach to affordable housing, including the ways we make our homes affordable, and case studies showing what our affordable housing approach looks like.
