Overview
Development Victoria is transforming land in Officer into a welcoming residential community.
Officer is a fast-growing suburb in Melbourne’s south-east and we will support this growth by delivering a new residential development, new infrastructure, community spaces and a future town centre.
Our residential townhouse development – Olio – will provide affordable homes for moderate income families, increasing the supply of homes in this emerging suburb to support sustainable growth in Melbourne’s south-east.
We have partnered with Victorian-owned Sienna Homes to deliver more than 200 sustainable and affordable townhouses at Olio, with construction of homes in Stage 1 now underway.
We have also partnered with Homes Victoria to deliver 9 social housing properties within the development. Funded by Homes Victoria, the 9 dedicated townhouses managed through CentaCare will provide much-needed homes to Victorians eligible for social housing.
We are currently selling Stage 2, which comprises of over 100 homes – all within walking distance to Gum Scrub Creek, Officer Train Station, the new One Centre Square Officer and Olio Park. Construction of these homes is targeted for mid-2025.
Our delivery of these new homes contributes to the Government’s commitment in its Housing Statement to deliver 800,000 homes over the next decade.
We are also planning parklands and pedestrian walkways which will connect Olio with the surrounding area and amenities.
As part of Stage 1, we delivered a new community park which opened in late 2023. Sized at over an acre, Olio Park features a playground, shelter, picnic spaces and BBQ and plenty of open space. The park is now a popular meeting place for residents and local community members to enjoy the ambience of Gum Scrub Creek and surrounds.
Gum Scrub Creek Open space is one of the many features attracting people to Olio, including the newly revitalised Gum Scrub Creek. We were instrumental in the rejuvenation of this waterway, delivering an environment that supports the regeneration of a range of endangered and threatened wildlife and plant species. In addition to these significant environmental outcomes, Olio residents and the Officer community will benefit from new public open space connections along the length of the creek for years to come.

Priority access
For many Victorians, being able to own a home close to work, school and the services they need is out of reach.
We make home ownership possible for more Victorians, with our range of affordable and high-quality homes catering for different budgets, lifestyles and people.
We aim to offer at least a quarter of the homes we build to households eligible for affordable housing, giving more people the opportunity to live where they want to be – at prices they can afford.
In each release of sales at Olio Officer, eligible buyers will have a 7-day Priority Access period during which they can make a purchase, before homes are made available to the general public.
We help to make home ownership possible for more Victorians – ensuring that 25% of our properties are sold to everyday Victorian families who earn less than $150,030 a year.

Sustainability
Homes at Olio Stage 2 have been designed to maximize energy efficiency through a range of standard sustainable inclusions, including a 7-star energy rating, double glazed/laminated windows (depending on design and location) and solar panels. This means they’ll require less energy to heat and cool, reducing residents’ carbon footprint and energy bills.
Officer Town Centre
The Town Centre has been an important element of our vision for Officer. When complete, it will feature a mix of retail outlets such as supermarkets and specialty stores, mixed-use office spaces and new homes – all conveniently located close to the Officer Train Station and Princes Highway.
